The basics of the energy management system are based on measurement, monitoring, control, and estimation. The term Energy Management System can be defined as a computer system which is designed specifically for the automated control and monitoring of the heating, ventilation and lighting needs of a building or group of buildings such as university campuses, office buildings or factories (almost all non-residential buildings). Most of these energy management systems also provide facilities for the reading of electricity, gas and water meters. The data obtained from these can then be used to generate energy analysis and annual consumption forecasts

- What are the energy management needs of the facility?
- What are the controls requirements to meet those needs?
- Does the existing energy management system meet the controls requirements?
