MID Certificate, The Ministry Of Industry’s National Type Approval, Tedaş Approval

I. EPDK

EPDK (in Turkish Enerji Piyasası Düzenleme Kurumu) was founded at 2001 with 4628 numbered law for regulation of energy market of Turkey. Minimum requirements of all energy meters which used in Turkey are determined by EPDK.

When determination of general meter requirements, European standards and Turkish Ministry of Industry’s conditions were taken into consideration.

Generally these requirements are just like below;

• Sealed Structure
• Nonerasable memory
• Real Time Clock
• Multiple tariff structure
• Load Profile

Because of these requirement the other measurement devices like network analyzers cannot be used as an energy meter.

But EPDK Statement is not only requirement for energy meter’s in Turkey. For example, If the energy meter is produced for only active energy measurement, the MID certificate is enough. But If the energy meter is featured active/reactive energy measurement, Turkish Ministry of Industry’s “National Type Approval” will be needed.

II. MID CERTIFICATE

MID comes from first letters of “Measurement Instrument Directive”. This certification was created by European Union at 2004. It determined to the general requirements for wide measurement device range from taximeters to weight measurement devices.

Active energy meters have a especial place in MID Directive. MID Directive assure that the energy meters components have high quality and minimum type test requirements is compatible with IEC standards. Reason of that, Products must be certificated by an organization approved by European Union.

HOW CAN BE SEEN OF MID CERTIFICATED ENERGY METER ?

On device, these parameters must be shown [2];

• CE Mark,
• The certification year’s last two digits and big M letter must be covered with rectangle,
• Approved MID certification number.

III. THE MINISTRY OF INDUSTRY’S NATIONAL TYPE APPROVAL

There are Turkish Ministry of Industry’s procedures for Active/Reactive Energy Meters which will be used in Turkey. According to these procedures, The certification is needed for all active/reactive energy meters produced in Turkey or imported from foreign countries.
According to Ministry of Industry, the requirements are just like below;

• The accuracy of Active Energy Measurement,
• The accuracy of Reactive Energy Measurement
• User Manual Sufficiency,
• Front Panel Information Sufficiency,

IV. TEDAŞ APPROVAL

Before 2013 (Customization of Energy Distribution Companies) TEDAŞ (Turkish General Energy Distribution Company) was single company to responsible about distribution of energy. For that reason, minimum requirements of energy meters which used in network were determined by TEDAŞ. After this customization, each energy distributor company started to use MID and Ministry of Industry’s National Type Approval as a directive for energy meter selection.
