
Importance of Monitoring Periodical Index at Prevention on Reactive Penalty?

As stated in Article 16 of EMRA’s current “Electricity Market Customer Service Regulation”; “ Customers who has installed power capacity of 50 kVA or more are obliged to pay reactive energy consumption in the event of their inductive reactive energy consumption exceeding twenty percent of the active energy amount or capacitive reactive energy exceeding fifteen percent of the active energy amount. [1]
I. INTRODUCTION
Every institution with installed power above 50 kVA is responsible for establishing and operating correctly a reactive power compensation system in accordance with the current legislation against the distribution / transmission company. The easiest way to check that the compensation system is operating correctly is periodically monitoring to the electricity energy meter index.
II. Monitoring of the Electricity Energy Meter’s Index by The Relevant Personnel
The reactive penalty is calculated by the respective distribution companies in each billing period. Unless otherwise stated, an invoicing period covers one month’s consumption. For this reason, it is possible to prevent the penalty from falling by taking a daily index in the monthly cycle. In a problematic situation, precautions can be taken before penalty. Table 1 shows an example of an excel template that calculates the current penalty case by calculating the ratios of the energy meter index entered.

Energy meter values can be monitored daily and monthly as cumulative total rates by processing in the excel document every day at determined time by the personnel. The values to be taken from the meter are 1.8.0. Active Energy, 5.8.0. Inductive Reactive Energy, 8.8.0 Capacitive Reactive Energy consumption values.
III. Automatic Monitoring of Energy Meter Index with Software.
This process can be done automatically by software in case there is no personnel to be assigned to follow the index or in order to prevent the loss of work power. This software can automatically calculate hourly, daily, monthly or counter-index data between two specified dates and send it to users by means of e-mail, sms etc.

IV. How to Make Penalty Check In Electricity Bills?
Many consumers do not regularly check the consumption of reactive power. All subscriptions who has over the 50 kVA installed power must be checked their own bills. As seen in Figure 1, reactive energy consumption does not exceed 20% of active energy consumption, so it is not charged with reactive energy cost. In Figure 2, 20% limit violation is passed, so the reactive price is reflected to the invoice. Reactive consumption charges in bills are clearly indicated as inductive reactive / capacitive reactive. It must be checked for each invoice cycle.


V. RESULT
Today, many businesses do not know about periodic index monitoring. By means of periodic index monitoring, reactive power penalties are paid out, resulting in a substantial savings in operating energy costs.
